Anggota kongres Amerika Serikat (AS) meminta para pembuat semikonduktor terkemuka dunia memberikan rincian penjualan mereka ke China.
John Moolenaar dari Partai Republik dan Raja Krishnamoorthi dari Partai Demokrat mengirim surat kepada perusahaan-perusahaan tersebut pada Kamis (7/11) waktu setempat. Surat tersebut dikirim di tengah penolakan terhadap peraturan AS yang memperketat pengiriman peralatan semikonduktor ke China.
“Kami memahami bahwa beberapa (pembuat peralatan) percaya bahwa kita harus membatasi perluasan sebagai kontrol sepihak AS di masa mendatang, karena dampak yang dirasakan pada daya saing sektor ini,” tulis para anggota parlemen, dikutip dari Reuters, Senin (11/11/2024).
“Namun, kontrol ekspor yang ditingkatkan tidak saling eksklusif dengan industri (pembuatan peralatan) yang kuat dan berkembang pesat,” imbuh pernyataan tersebut.
Perusahaan asal AS seperti KLA, LAM, Applied Materials, serta Tokyo Electron yang berbasis di Jepang dan Dutch ASML tidak segera menanggapi permintaan komentar.
Namun, surat-surat itu muncul di tengah pertentangan dari Demokrat terhadap peraturan ekspor yang telah lama tertunda saat pemerintahan Biden. Peraturan ekspor tersebut bertujuan untuk menghambat akses Beijing ke peralatan semikonduktor milik perusahaan AS.
Washington khawatir bahwa kemajuan dalam kemampuan pembuatan chip China, yang didorong oleh penjualan peralatan dari AS, Belanda, dan Jepang, memicu modernisasi militer China
Namun, AS kesulitan untuk mengajak sekutu mereka seperti Jepang dan Belanda untuk bergabung dengan aturan baru ekspor.
Dalam surat Agustus lalu, Demokrat berpendapat bahwa aturan kontrol ekspor lebih lanjut dapat membuat perusahaan-perusahaan AS yang sudah lama berdiri terpuruk. Karena sekutu-sekutu AS belum memberlakukan pembatasan ekspor ke Tiongkok yang sama agresifnya pada perusahaan-perusahaan mereka sendiri.
